The primary mode of governance is policy. There are many types of policy, but they all fall within the parameters of the matrix. All policies are not born equal. Some policies enjoy support from a majority of people right from the start. Rarely does any policy enjoy a consensus, unless it is involved with national defense. Most policies require some sort of compromise to insure at least a plurality will support it. There are times when only a minority actually support a policy, but it can be implemented with minimal support.

The assumption of the political center is that those in power wish to govern. However, experience has demonstrated that long lived majorities tend toward ruling rather than governing. Some policies require give and take in order for them to be effectively implemented, in which case accommodations are often required that involve a sense of selling out to the other side. Some policies turn out to be so blatantly unpopular that they are abandoned in order to appease critics, regardless of how necessary such a policy might be.

In line with the ruling mindset, there are a number of situations that may be imposed, regardless of negative feedback. However, most policies are simply implemented. Sometimes, stiff opposition can be capable of obstructing the implementation of a policy. There is also the ever popular just ignoring the policy.
